How to check flood risk before buying a UK home
Flood risk is one of the easiest things to overlook when you fall in love with a house and one of the most expensive to get wrong. The good news: the core information is free, official, and takes a couple of minutes to check. This guide walks through where to look, what the numbers mean, and — just as importantly — what they don’t tell you.
Start with the Environment Agency’s free service
For any address in England, the first stop is the government’scheck the long term flood risk for an areaservice. It’s run by the Environment Agency, it’s free, and it needs no account. It reports an area’s long-term risk from several sources separately: rivers and the sea, surface water, and — where the data exists — reservoirs and groundwater.

Rivers & sea and surface water are separate assessments
This is the single most common point of confusion. Flooding fromrivers and the sea and flooding fromsurface water (rainwater that overwhelms drains and runs across the ground before it reaches a watercourse) are modelledseparately, and a property can score very differently on each.
A home nowhere near a river can still sit in a dip that collects surface water in a heavy downpour; a home beside a river can have good surface drainage. Because they don’t move together, you have to read both. PostcodeLens deliberately shows them as two distinct figures rather than blending them into one “flood score”, precisely so a real risk in one can’t be hidden by a low reading in the other.
What the risk bands mean
The Environment Agency groups likelihood into four bands. These are defined by the annual chance of flooding — the probability of a flood happening in any given year:
- High — greater than a 3.3% chance each year (worse than 1 in 30).
- Medium — between a 1% and a 3.3% chance each year (between 1 in 100 and 1 in 30).
- Low — between a 0.1% and a 1% chance each year (between 1 in 1,000 and 1 in 100).
- Very Low — less than a 0.1% chance each year (1 in 1,000 or lower).
Two things worth holding onto. First, these are annualchances: a “1 in 100” year isn’t a flood that happens once a century on a timetable — it’s a 1% chance every single year, which adds up over the length of a mortgage. Second, even “Very Low” is not the same as “impossible”; it means low probability, not no probability.
“No risk identified” is not the same as “not assessed”
A subtle distinction that most tools blur, and that PostcodeLens renders on purpose. When a postcode sits inside the Environment Agency’s modelled area but falls outside any risk zone, we show“None identified” — the areawas assessed, and no significant risk was found. When we have no assessment for that source at all, we show“Unknown” instead.
The difference matters. “None identified” is genuine reassurance from a completed assessment. “Unknown” is an absence of information — it is not a green light, and you should treat it as a prompt to check the source directly rather than as an all-clear. Collapsing the two into a single “no risk” label, as some summaries do, quietly overstates how much is known.
Flood zones (planning) versus flood risk (likelihood)
You will also come across Flood Zones, and it’s easy to conflate them with the risk bands above — but they answer a different question. The risk bands describe likelihood. Flood Zones are a planning classification, used to decide what can be built where, and they cover rivers and the sea only (not surface water):
- Flood Zone 2 — land with between a 0.1% and 1% annual chance of river flooding (or 0.1% to 0.5% from the sea). This is a medium probability in planning terms.
- Flood Zone 3 — land with a 1% or greater annual chance of river flooding (or 0.5% or greater from the sea). This is ahigh probability.
Where a postcode falls within one of these zones, PostcodeLens flags it explicitly alongside the likelihood bands, describing Zone 2 as medium probability and Zone 3 as high probability. The point to remember: a Flood Zone tells you how planners treat the land; a risk band tells you the modelled chance of water actually arriving. They overlap but they are not interchangeable.
Why a professional survey still matters
Everything above — including everything on PostcodeLens — isarea-level mapping. It is modelled at the scale of an area, not measured at your front door. Two houses on the same street can face genuinely different risk because one sits half a metre lower, has a basement, or has different drainage. Where a postcode sits close to the edge of a modelled flood area, PostcodeLens says so directly, because a boundary is exactly where area-level figures are least reliable for a specific property.
A professional flood survey does what a map cannot: it assesses the specific property — ground levels, historic incidents, drainage, flood defences and their condition, and the likely cost and availability of insurance. If the free checks show any meaningful risk, or you simply want certainty before committing hundreds of thousands of pounds, a survey is the step that turns “this area has some risk” into “this house, specifically, does or doesn’t.”
In short
- Check the free Environment Agency service — or read the same data in plainer form on any PostcodeLens postcode page.
- Read rivers & sea and surface water separately — they don’t move together.
- Know that “None identified” (assessed, nothing found) differs from “Unknown” (not assessed).
- Don’t confuse a planning Flood Zone with a likelihood band.
- Get a survey before you commit if any risk shows up — area maps can’t judge a single property.
